The adminitrative division form of Tieling is Municipality, which is one of the four administrative divisional forms at the the second level of China local administrative division system .
Municipality is also referred to as a prefecture level city (地级市). Most of Chinese big cities belong to this variety.
A prefecture-level municipality is subject to the juridiction of a provincial government ,and directly controls some urban districts while overseeing some counties or smaller cities on behalf of the provincial government.

The city of Tieling, locating in the north part of Liaoning province and the middle part of Song liao Plain, is one of the fourteen cities

whose municipality is under Liaoning province government. It has an area of 13,000 square kilometers and a total

population of 2,941,000, including the urban population of 381,000. Tieling is a multinational area where Han,

Manchu, Korea, Mongolia, Hui, Xibo, Uygur and Russian live in compact

community, of which, Han nationality population was 2,312,000,70% of the total

while the minority 692,000, 23.2% of the total.





Generally,the whole terrain features as the east, the

north and the west parts are high while the middle and the south are low. The

mountains and hills spread along east and west banks. The middle is Liaohe

Plain. The city area can be divided into two parts---low hills area in the east

and low plain area in the west.





Mountain area generally takes up forty percent of

Tieling, water area ten percent, farmland forty and roads and fazenda ten

percent. The eastern mountain area in Tieling is the tail of Mountain Changbai.

Mountain Bingli, Mountain Chengzi, Mountain Jiguang and Mountain Longshou are

the main base of the industry basing on forests in Tieling where trees grow

richly,





Tieling has a solid agricultural foundation, considerable

industrial inventory, sufficient water and power resources, abundant mineral

reserves, and an advantageous geographical location. Strong agriculture

development made Tieling the "Barn of North Liaoning". The city is a

critical point to connect with Jilin and Heilongjiang provinces

to the north. Within 100 kilometers around Tieling, there are 10 large cities

and a population of 30 million. Those cities are mainly focused on heavy

industry or chemical industry. Tieling is the city to focus on agriculture,

including husbandry. The geographical location and agricultural specialty

provide Tieling a major opportunity in the industrialization of agriculture and

high value-added agricultural products.





Tieling enjoys abundant water resources. The Liaohe River system with the river itself and 87 branches has a water reserve of 3.14

billion cubic meters, of which 2.12 billion cubic meters can be utilized. This

water reserve is not only able to meet residents’ daily water demands but also

sufficient for the city and its downstream areas’ agricultural and industrial

production.
